    Chapter II. Overview of the WF Sustainable Responsibility Index (WFSRI)

     

     

     

    1. WFSRI의 개념과 개발배경

    1. Concept and Development Background of the WFSRI

     

     

     

    제1장에서 살펴본 바와 같이 기업·공공기관 및 기타 조직의 영향범위가 확대되고 사회·환경·산업·기술환경이 변화하면서 책임경영을 보다 종합적이고 미래지향적인 관점에서 이해하고 평가할 필요성이 커지고 있다.

     

    As discussed in Chapter I, the expanding scope of organizational impact and changes in social, environmental, industrial, and technological conditions have increased the need to understand and evaluate Responsible Management from a more comprehensive and future-oriented perspective.

     

    이러한 문제의식을 바탕으로 세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)은 2017년 1월 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)의 연구개발에 착수하였다. 이후 약 10년에 걸쳐 변화하는 사회·환경·산업·기술환경과 책임경영에 관한 다양한 문제를 연구·검토하였으며, 2025년 11월 1일 WFSRI를 최종 확립하였다.

     

    Based on this recognition, the WORLD FEDERATION OF POWER LEADERS (WFPL) initiated research and development of the WF Sustainable Responsibility Index (WFSRI) in January 2017. Over nearly a decade, WFPL researched and reviewed evolving social, environmental, industrial, and technological conditions and diverse issues relating to Responsible Management, and finalized the WFSRI on November 1, 2025.

     

    이러한 연구과정은 책임경영을 특정 시점에 고정된 개념으로 보기보다 사회·환경·산업·기술의 변화와 조직의 영향범위 확대에 따라 지속적으로 발전하는 개념으로 바라보는 WFSRI의 기본방향으로 이어졌다.

     

    This research process established a fundamental orientation of the WFSRI: Responsible Management should not be regarded as a concept fixed at a particular point in time, but as one that continues to evolve in response to social, environmental, industrial, and technological change and the expanding scope of organizational impact.

     

     

     

    2. WFSRI의 최상위 평가철학 ― 영향에 상응하는 책임

    2. Highest-Order Evaluation Philosophy of the WFSRI — Responsibility Corresponding to Impact

     

     

    WFSRI의 이론적 토대를 관통하는 최상위 평가철학은 「영향에 상응하는 책임(Responsibility Corresponding to Impact)」이다.

     

    The highest-order Evaluation Philosophy underlying the theoretical foundations of the WFSRI is “Responsibility Corresponding to Impact.”

     

    “조직의 영향력이 확대될수록 그 영향에 상응하는 책임도 확대되어야 한다.”

     

    “As the influence of an organization expands, responsibility corresponding to that influence should also expand.”

     

    조직은 경제활동과 정책, 사업과 서비스, 투자와 자원배분 및 다양한 의사결정을 통하여 경제적·사회적 가치를 창출하는 동시에 환경과 사회, 다양한 이해관계자와 공동체에 긍정적 또는 부정적 영향을 미칠 수 있다.

     

    Organizations create economic and social value through economic activities, policies, projects, services, investment, resource allocation, and diverse forms of decision-making, while simultaneously generating positive or negative impacts on the environment and society, diverse stakeholders, and communities.

     

    따라서 조직의 책임을 이해하기 위해서는 조직이 어떠한 성과를 창출하였는가뿐만 아니라 그 성과를 만들어 가는 과정에서 어떠한 영향을 발생시키고 있으며, 그 영향에 상응하는 책임을 어떻게 이행하고 있는지를 함께 살펴볼 필요가 있다.

     

    Accordingly, understanding organizational responsibility requires consideration not only of the outcomes an organization creates, but also of the impacts generated in producing those outcomes and how the organization fulfills responsibilities corresponding to those impacts.

     

    책임경영은 현재의 경영성과에 대한 책임에 머물지 않는다. 조직의 의사결정과 활동이 환경과 사회, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향을 인식하고, 그 영향에 상응하는 책임을 지속적으로 이행하는 과정이다.

     

    Responsible Management extends beyond responsibility for present organizational performance. It is a continuing process through which organizations recognize the impacts of their decisions and activities on the environment and society, stakeholders and communities, and present and future generations, and continuously fulfill responsibilities corresponding to those impacts.

     

    「영향에 상응하는 책임」은 평가대상을 단순히 확대하거나 평가항목을 추가하기 위한 개념이 아니다. 이는 책임경영의 평가범위를 어떠한 원리에 따라 구성하고, 조직과 사회를 둘러싼 변화에 따라 이를 어떻게 발전시켜 나갈 것인가를 설명하는 WFSRI의 최상위 평가철학이다.

     

    “Responsibility Corresponding to Impact” is not a concept intended merely to broaden the subjects or add items of evaluation. It is the highest-order Evaluation Philosophy of the WFSRI, explaining the principle by which the scope of Responsible Management evaluation is structured and how it should evolve in response to changes surrounding organizations and society.

     

     

     

    3. WFSRI의 5대 이론적 토대

    3. Five Theoretical Foundations of the WFSRI

     

     

    WFSRI는 「영향에 상응하는 책임」이라는 최상위 평가철학 아래 책임경영을 보다 종합적으로 이해하기 위한 5대 이론적 토대를 두고 있다.

     

    Under the highest-order Evaluation Philosophy of “Responsibility Corresponding to Impact,” the WFSRI is grounded in five theoretical foundations for a more comprehensive understanding of Responsible Management.

     

     

    ① 영향과 책임의 원칙

    Principle of Impact and Responsibility

     

    조직은 경제활동, 정책, 사업, 서비스, 투자, 자원배분 및 다양한 의사결정을 통하여 사회와 경제, 환경 및 이해관계자에게 영향을 미친다. 이러한 영향은 긍정적인 가치창출로 나타날 수도 있고 환경·사회적 부담이나 위험 등 부정적인 결과로 나타날 수도 있다.

     

    Organizations affect society, the economy, the environment, and stakeholders through economic activities, policies, projects, services, investment, resource allocation, and various forms of decision-making. Such impacts may result in positive value creation or may generate negative consequences such as environmental and social burdens or risks.

     

    조직의 영향력이 확대될수록 그 영향으로부터 발생할 수 있는 긍정적·부정적 결과를 인식하고 관리하며 이에 상응하는 책임을 이행할 필요성 역시 커진다.

     

    As organizational influence expands, so too does the need to recognize and manage the positive and negative consequences that may arise from that influence and to fulfill responsibilities corresponding to those impacts.

     

    영향과 책임의 원칙은 「영향에 상응하는 책임」이라는 최상위 평가철학을 책임경영 분석에 구체화하는 이론적 토대로서, 조직의 규모나 성과 자체보다 조직의 활동과 의사결정이 어떠한 영향을 발생시키고 그 영향에 대해 어떠한 책임을 부담하는지를 함께 살펴보는 관점이다. 또한 다른 이론적 토대를 연결하는 출발점이 된다.

     

    The Principle of Impact and Responsibility is a theoretical foundation that translates the highest-order Evaluation Philosophy of “Responsibility Corresponding to Impact” into the analysis of Responsible Management. Rather than focusing on organizational scale or performance alone, it considers the impacts generated by organizational activities and decisions together with the responsibilities arising from those impacts. It also serves as a starting point connecting the other theoretical foundations.

     

     

    ② 이해관계자 책임

    Stakeholder Responsibility

     

    조직의 활동과 의사결정으로 영향을 받는 대상은 조직의 소유자나 내부 구성원에 한정되지 않는다.

     

    Those affected by organizational activities and decisions are not limited to owners or internal members of the organization.

     

    기업의 경우 주주·투자자·소비자·임직원·협력사·지역사회 등 다양한 이해관계자가 기업의 의사결정과 활동으로 영향을 받을 수 있으며, 공공기관의 경우 국민·이용자·수혜자·임직원·협력기관·지역사회 등 보다 폭넓은 이해관계자가 정책·사업·서비스 및 운영으로 영향을 받을 수 있다.

     

    For corporations, shareholders, investors, consumers, employees, business partners, local communities, and other stakeholders may be affected by corporate decisions and activities. For public institutions, a broader range of stakeholders—including citizens, users, beneficiaries, employees, partner organizations, and local communities—may be affected by policies, projects, services, and operations.

     

    따라서 책임경영은 조직 내부의 이해관계를 넘어 조직의 활동으로 영향을 받는 다양한 이해관계자의 권리와 안전, 기회와 정당한 이익을 함께 고려할 필요가 있다.

     

    Responsible Management therefore extends beyond internal organizational interests to consider the rights, safety, opportunities, and legitimate interests of diverse stakeholders affected by organizational activities.

     

    이해관계자 책임은 조직이 다양한 이해관계자와의 관계에서 권리보호와 공정성, 책임 있는 소통과 신뢰를 어떻게 형성하고 유지하는지를 살펴보는 이론적 토대를 제공한다.

     

    Stakeholder Responsibility provides a theoretical foundation for considering how organizations protect rights, promote fairness, and build and maintain responsible communication and trust in their relationships with diverse stakeholders.

     

     

    ③ 세대 간 책임

    Intergenerational Responsibility

     

    조직의 의사결정과 활동이 미치는 영향은 현재의 이해관계자에게만 한정되지 않는다.

     

    The impacts of organizational decisions and activities are not limited to present stakeholders.

     

    환경과 자원의 이용, 탄소배출, 투자와 자원배분, 기술개발, 사업과 정책에 관한 현재의 의사결정은 장기간에 걸쳐 영향을 미칠 수 있으며, 그 결과는 미래세대가 누릴 환경과 자원, 안전, 기회 및 삶의 조건에 영향을 줄 수 있다.

     

    Present decisions concerning the use of the environment and natural resources, carbon emissions, investment and resource allocation, technological development, business, and policy may have long-term consequences affecting the environment, resources, safety, opportunities, and conditions of life available to future generations.

     

    그러나 미래세대는 현재의 주요 의사결정 과정에 직접 참여하여 자신의 이해관계를 충분히 대변하기 어렵다. 따라서 현재의 조직은 자신의 의사결정이 미래세대에 미칠 수 있는 장기적인 영향을 고려하고 미래세대의 지속가능한 삶의 조건과 기회를 훼손하지 않도록 책임 있게 행동할 필요가 있다.

     

    Future generations, however, cannot directly participate in present decision-making processes to fully represent their own interests. Organizations operating today therefore need to consider the long-term impacts their decisions may have on future generations and act responsibly so as not to undermine the conditions and opportunities necessary for their sustainable future.

     

    세대 간 책임은 현재의 의사결정과 미래의 결과를 시간적으로 연결하여 바라보는 관점으로서, 책임경영의 시간적 범위를 현재세대에서 미래세대로 확장한다.

    Intergenerational Responsibility connects present decision-making with future consequences across time and extends the temporal scope of Responsible Management from present generations to future generations.

     

     

    ④ 공공·공동체 책임

    Public and Community Responsibility

     

     

    조직의 책임범위는 법적 형태나 소유구조만으로 결정되는 것이 아니라 조직의 활동이 사회와 공동체에 미치는 영향과도 밀접하게 관련된다.

     

    The scope of organizational responsibility is not determined solely by legal form or ownership structure; it is also closely related to the impacts of organizational activities on society and communities.

     

    기업은 경제적 가치를 창출하는 시장주체이지만 고용, 환경, 공급망, 소비자, 지역경제와 지역사회 등에 상당한 영향을 미칠 수 있다. 공공기관은 공적 기능과 공공서비스를 수행하고 국민의 자원과 제도적 권한을 기반으로 운영된다는 점에서 공공가치를 실현하고 국민에게 봉사해야 할 보다 직접적인 책임을 갖는다.

     

    Corporations are market actors that create economic value, but they may also exert substantial influence on employment, the environment, supply chains, consumers, regional economies, and local communities. Public institutions bear more direct responsibilities for serving the public and upholding public value because they perform public functions and services and operate on the basis of public resources and institutional authority.

     

    조직의 형태와 기능에는 차이가 있지만 사회와 공동체에 상당한 영향을 미치는 조직이라면 그 영향에 상응하는 공공적·사회적 책임을 함께 고려할 필요가 있다.

     

    Although organizations differ in form and function, those that exert substantial influence on society and communities need to consider public and social responsibilities corresponding to that influence.

     

    공공·공동체 책임은 조직의 책임을 개별 이해관계자와의 관계를 넘어 사회와 공동체의 지속가능성, 공공가치와 사회적 가치 및 공동체 신뢰의 관점으로 확장한다.

     

    Public and Community Responsibility extends organizational responsibility beyond relationships with individual stakeholders to encompass the sustainability of society and communities, public value, social value, and community trust.

     

     

    ⑤ 미래사회와 미래세대에 대한 책임

    Responsibility for Future Society and Future Generations

     

     

    책임경영은 현재 존재하는 위험과 문제에 대한 대응과 함께 미래의 변화가 만들어낼 새로운 기회와 위험에 대한 책임까지 고려할 필요가 있다.

     

    Responsible Management needs to address not only existing risks and issues but also responsibilities associated with new opportunities and risks arising from future change.

     

    인공지능(AI)과 디지털 기술의 발전은 생산성과 혁신, 새로운 가치창출의 가능성을 확대하는 동시에 알고리즘과 자동화된 의사결정, 개인정보, 사이버보안, 디지털 격차, 기술의 윤리적 활용 및 사회적 영향과 관련한 새로운 책임을 제기하고 있다.

     

    Advances in Artificial Intelligence (AI) and digital technologies are expanding possibilities for productivity, innovation, and new value creation while simultaneously raising new responsibilities concerning algorithms and automated decision-making, personal information, cybersecurity, the digital divide, ethical use of technology, and broader social impacts.

     

    그러나 미래사회의 변화는 AI와 디지털 기술에만 한정되지 않는다. 앞으로 등장할 새로운 기술과 산업구조, 사회·환경적 변화 및 미래·신흥위험은 현재 예측하기 어려운 방식으로 조직과 사회, 공동체 및 미래세대에 영향을 미칠 수 있다.

     

    Future societal change, however, will not be limited to AI and digital technologies. Emerging technologies, industrial structures, social and environmental changes, and future and emerging risks may affect organizations, society, communities, and future generations in ways that are difficult to anticipate today.

     

    따라서 책임경영은 변화하는 미래환경을 지속적으로 살펴보고 새로운 기회와 위험을 식별하며, 그 변화가 미래사회와 미래세대에 미칠 영향을 책임 있게 관리할 수 있는 역량까지 포함할 필요가 있다.

     

    Responsible Management therefore needs to include the capacity to continuously examine changing future conditions, identify emerging opportunities and risks, and responsibly manage their potential impacts on future society and future generations.

     

    미래사회와 미래세대에 대한 책임은 현재의 의사결정이 미래세대에 미치는 장기적 영향을 다루는 세대 간 책임에서 한 걸음 더 나아가, 앞으로 나타날 기술·사회·환경의 변화와 새로운 기회·위험에 대한 조직의 예측·대응역량을 함께 바라보는 관점이다.

     

    Responsibility for Future Society and Future Generations extends beyond the long-term impacts of present decisions addressed by Intergenerational Responsibility by also considering an organization’s capacity to anticipate and respond to emerging technological, social, and environmental changes and the new opportunities and risks they may create.

     

     

    4. 5대 이론적 토대의 통합

    WFSRI의 5대 이론적 토대는 서로 독립된 개념의 단순한 집합이 아니라 「영향에 상응하는 책임」이라는 최상위 평가철학 아래 상호 연결되는 이론적 구조를 이룬다.

     

    The five theoretical foundations of the WFSRI are not merely a collection of independent concepts; rather, they form an interconnected theoretical structure under the highest-order Evaluation Philosophy of “Responsibility Corresponding to Impact.”

     

    조직의 영향에서 출발한 책임은 조직의 활동으로 영향을 받는 다양한 이해관계자로 확대되고, 다시 사회와 공동체로 확장된다. 시간적으로는 현재세대에서 미래세대로 이어지며, 기술·사회·환경의 변화에 따라 새롭게 등장하는 기회와 위험에 대한 책임으로 계속 발전한다.

     

    Responsibility arising from organizational impact extends to diverse stakeholders affected by organizational activities and further to society and communities. Across time, it extends from present generations to future generations and continues to evolve to encompass responsibilities associated with emerging opportunities and risks arising from technological, social, and environmental change.

    This integrated perspective provides the theoretical foundation for SEC’s Evaluation Philosophy and Fundamental Principles, Evaluation Methodology, Evaluation Framework, and Indicator System addressed in the chapters that follow.

     

     

     

    5. ESG와 WFSRI의 관계

    5. Relationship Between ESG and the WFSRI

     

     

    환경(Environmental), 사회(Social), 거버넌스(Governance)를 중심으로 발전해 온 ESG는 기업과 조직의 지속가능성과 비재무적 책임을 이해하고 평가하는 중요한 기반을 형성해 왔다.

     

    ESG, which has evolved around Environmental, Social, and Governance factors, has established an important foundation for understanding and evaluating organizational sustainability and non-financial responsibilities.

     

    환경문제와 기후변화, 인권과 노동, 안전, 지배구조, 윤리 및 이해관계자 문제 등이 조직의 장기적인 가치와 지속가능성에 영향을 미친다는 인식이 확대되면서 ESG는 책임 있는 조직운영을 이해하는 중요한 관점으로 발전해 왔다.

     

    As awareness has grown that environmental issues and climate change, human rights and labor, safety, governance, ethics, and stakeholder-related matters can affect an organization’s long-term value and sustainability, ESG has developed into an important perspective for understanding responsible organizational management.

     

    WFSRI는 ESG를 대체하기 위하여 개발된 지수가 아니다.

     

    The WFSRI was not developed to replace ESG.

     

    WFSRI는 ESG의 기본적인 가치와 문제의식을 존중하면서, AI 시대와 그 이후의 변화하는 기업환경과 공공환경에서 요구되는 책임경영을 보다 종합적이고 미래지향적인 관점에서 살펴보고 평가하고자 한다.

     

    While respecting the fundamental values and concerns underlying ESG, the WFSRI seeks to examine and evaluate Responsible Management required in changing corporate and public-sector environments in the age of AI and beyond from a more comprehensive and future-oriented perspective.

     

    조직의 영향범위가 확대되고 기술·사회·환경의 변화가 새로운 기회와 위험을 만들어냄에 따라, WFSRI는 공공·공동체 가치, 미래세대에 대한 책임, 디지털·AI 책임, 미래·신흥위험 및 미래변화 대응역량 등을 책임경영의 관점에서 함께 살펴본다.

     

    As the scope of organizational impact expands and technological, social, and environmental change creates new opportunities and risks, the WFSRI considers public and community values, responsibility toward future generations, digital and AI responsibility, future and emerging risks, and capabilities for responding to future change within the broader context of Responsible Management.

     

     

     

    6. WFSRI의 정의와 지향점

    6. Definition and Orientation of the WFSRI

     

     

    WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)는 세계청년리더총연맹(WFPL)이 장기간의 연구개발을 통해 확립한 책임경영 평가 연구성과를 토대로, SEC가 수립·운영하는 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 통해 기업·공공기관 및 기타 조직의 책임경영 평가결과를 종합하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

     

    The WF Sustainable Responsibility Index (WFSRI) is SEC’s Comprehensive Evaluation Index, derived by integrating the Responsible Management evaluation results of corporations, public institutions, and other organizations through the SEC Evaluation Methodology and SEC Evaluation Framework established and operated by SEC, based on the Responsible Management evaluation research outcomes established through long-term research and development by the WORLD FEDERATION OF POWER LEADERS (WFPL).

     

    WFSRI는 SEC 평가체계 자체를 의미하지 않으며 개별 평가지표의 단순한 합계를 의미하지도 않는다. SEC 평가방법론과 SEC 평가체계를 통해 도출된 책임경영 평가결과를 종합적으로 반영하여 조직의 책임경영을 하나의 종합적인 관점에서 나타내는 지수이다.

     

    The WFSRI does not represent the SEC Evaluation Framework itself, nor is it a simple aggregation of individual evaluation indicators. It is an index that comprehensively reflects Responsible Management evaluation results derived through the SEC Evaluation Methodology and SEC Evaluation Framework and presents organizational Responsible Management from an integrated perspective.

     

    WFSRI는 조직의 현재 성과만을 나타내는 데 그치지 않고, 조직이 사회와 환경, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향을 인식하고 그에 상응하는 책임을 어떻게 이행하는지를 바탕으로 지속가능성, 장기 가치창출 및 미래변화에 대한 대응역량을 종합적으로 살펴보는 것을 지향한다.

     

    Rather than representing current organizational performance alone, the WFSRI seeks to provide a comprehensive perspective on sustainability, long-term value creation, and capabilities for responding to future change by considering how organizations recognize their impacts on society and the environment, stakeholders and communities, and present and future generations, and how they fulfill responsibilities corresponding to those impacts.

     

    WFSRI를 산출하기 위한 구체적인 평가구조와 평가지표 체계 및 평가결과의 종합방식은 이후 장에서 단계적으로 설명한다.

     

    The specific Evaluation Framework and Indicator System through which the WFSRI is derived, together with the manner in which evaluation results are integrated, are explained progressively in the chapters that follow.
