제1장 총칙

Chapter 1. General Provisions

 

 

제1조 목적

Article 1. Purpose

 

 

본 규정은 SEC(Sustainable Enterprise Evaluation Commission)가 실시하는 기업·공공기관 ESG·WFSRI 평가와 SEC WFSRI Rating의 운영에 필요한 기본사항을 정함으로써 평가의 독립성·공정성·객관성·전문성·투명성·신뢰성을 확보하고 평가제도의 일관성과 신뢰성을 유지하는 것을 목적으로 한다.

 

These Regulations establish the fundamental requirements for the SEC ESG·WFSRI Evaluation for Corporations and Public Institutions and the operation of SEC WFSRI Rating in order to ensure Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability and to maintain the consistency and credibility of the evaluation system.

 

 

 

제2조 적용범위

Article 2. Scope of Application

 

 

본 규정은 SEC가 실시하는 기업·공공기관 ESG·WFSRI 평가와 이에 따른 평가결과의 산출, WFSRI의 산출 및 SEC WFSRI Rating의 결정·확정·운영·관리에 적용한다.

 

These Regulations apply to the SEC ESG·WFSRI Evaluation for Corporations and Public Institutions, the determination of evaluation results, the derivation of WFSRI, and the determination, finalization, operation, and management of SEC WFSRI Rating.

 

 

제3조 기본원칙

Article 3. Fundamental Principles

 

SEC는 다음 각 호의 기본원칙에 따라 평가와 SEC WFSRI Rating을 운영한다.

 

SEC conducts evaluations and operates SEC WFSRI Rating in accordance with the following Fundamental Principles.

 

 

독립성(Independence)

공정성(Fairness)

객관성(Objectivity)

전문성(Professionalism)

투명성(Transparency)

신뢰성(Reliability)

 

 

제4조 정의

Article 4. Definitions

 

 

본 규정에서 사용하는 용어의 뜻은 다음과 같다.

 

The terms used in these Regulations have the following meanings.

 

“SEC”란 Sustainable Enterprise Evaluation Commission을 말한다.

 

“SEC” means the Sustainable Enterprise Evaluation Commission.

 

“WFSRI”란 WF책임경영지수(WF Sustainable Responsibility Index)를 말하며, SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 통해 도출된 기업·공공기관 및 기타 조직의 책임경영 평가결과를 종합하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)를 말한다.

 

“WFSRI” means the WF Sustainable Responsibility Index, SEC’s Comprehensive Evaluation Index derived by integrating Responsible Management evaluation results for corporations, public institutions, and other organizations produced through the SEC Evaluation Methodology and SEC Evaluation Framework.

 

“SEC 평가방법론”이란 평가자료의 수집·분석·검증, 평가지표의 적용 및 평가결과의 도출 등에 적용하는 SEC의 평가방법과 절차를 말한다.

 

“SEC Evaluation Methodology” means the methods and procedures applied by SEC to the collection, analysis, and verification of evaluation data, the application of evaluation indicators, and the determination of evaluation results.

 

“SEC 평가체계”란 기업·공공기관 및 기타 조직의 책임경영을 체계적으로 평가하기 위하여 SEC가 수립·운영하는 평가구조를 말한다.

 

“SEC Evaluation Framework” means the evaluation structure established and operated by SEC for the systematic evaluation of Responsible Management by corporations, public institutions, and other organizations.

 

“SEC WFSRI Rating”이란 최종 확정된 평가결과와 WFSRI를 바탕으로 SEC가 정해진 등급체계에 따라 부여하는 공식 책임경영 평가등급을 말한다.

 

“SEC WFSRI Rating” means the official Responsible Management Rating assigned by SEC under its established rating structure based on finalized evaluation results and WFSRI.

 

“평가대상”이란 SEC가 실시하는 평가의 대상이 되는 기업·공공기관 또는 기타 조직을 말한다.

 

“Evaluated Organization” means a corporation, public institution, or other organization subject to an evaluation conducted by SEC.

 

“사실확인(Factual Review)”이란 평가결과를 최종 확정하기 전에 평가자료와 주요 사실관계의 정확성을 확인하는 절차를 말한다.

 

“Factual Review” means the procedure for verifying the accuracy of evaluation materials and material factual information before evaluation results are finalized.

 

“이의신청(Appeal)”이란 평가대상이 정해진 사유와 절차에 따라 평가결과 등에 대하여 제기하는 공식적인 재검토 요청을 말한다.

 

“Appeal” means a formal request by an Evaluated Organization for reconsideration of evaluation results or related matters in accordance with established grounds and procedures.

 

 

 

제2장 평가체계 및 평가기준

Chapter 2. Evaluation Framework and Evaluation Criteria

 

제5조 SEC 평가체계

Article 5. SEC Evaluation Framework

 

 

① SEC 평가체계는 9대 평가부문, 27개 하위평가항목, 159개 세부평가지표 및 50개 핵심가치지표(Core Value Indicators, CVIs)로 구성한다.

 

The SEC Evaluation Framework consists of 9 Evaluation Domains, 27 Evaluation Pillars, 159 Detailed Evaluation Indicators, and 50 Core Value Indicators (CVIs).

 

② 50개 핵심가치지표(CVIs)는 159개 세부평가지표 가운데 책임경영의 핵심가치를 평가하는 주요 지표로 선정하여 적용한다.

 

The 50 Core Value Indicators (CVIs) are selected from among the 159 Detailed Evaluation Indicators and applied as key indicators for evaluating the core values of Responsible Management.

 

③ 세부평가지표 및 핵심가치지표의 구체적인 평가기준, 배점, 가중치, 산정방식 및 내부 운영기준은 평가의 객관성과 독립성 및 지식재산 보호를 위하여 내부 평가기준으로 관리할 수 있다.

 

Specific evaluation criteria, point allocations, weights, calculation methods, and internal operational standards relating to Detailed Evaluation Indicators and Core Value Indicators may be managed as internal evaluation standards in order to protect evaluation objectivity, independence, and intellectual property.

 

 

 

제6조 평가기준

Article 6. Evaluation Criteria

 

 

평가기준은 WFSRI 백서, SEC 평가방법론, SEC 평가체계, 관련 평가지표 및 SEC가 정한 공식 운영기준에 따른다.

 

Evaluation criteria are governed by the WFSRI White Paper, SEC Evaluation Methodology, SEC Evaluation Framework, applicable evaluation indicators, and official operational standards established by SEC.

 

 

 

제7조 평가기준의 적용

Article 7. Application of Evaluation Criteria

 

 

① SEC는 평가대상의 조직형태, 사업 또는 업무의 성격, 산업 및 공공부문의 특성, 자료의 적용가능성 등을 고려하여 관련 평가지표를 적용한다.

 

SEC applies relevant evaluation indicators in consideration of the organizational form of the Evaluated Organization, the nature of its business or functions, characteristics of the relevant industry or public sector, and the applicability of available information.

 

② 특정 지표를 객관적으로 적용할 수 없는 경우에는 정해진 적용원칙에 따라 해당 지표의 적용 여부를 판단한다.

 

Where a particular indicator cannot be objectively applied, its applicability is determined in accordance with established application principles.

③ 평가대상에 적용되지 않는 지표를 일률적으로 불리하게 평가하지 않는다.

 

Indicators that are not applicable to an Evaluated Organization shall not automatically result in an adverse evaluation.

 

 

 

제3장 평가대상 및 평가기간

Chapter 3. Evaluation Subjects and Evaluation Period

 

제8조 평가대상

Article 8. Organizations Subject to Evaluation

 

 

① SEC의 평가대상은 코스피(KOSPI)·코스닥(KOSDAQ) 상장기업과 공공기관을 중심으로 한다.

 

SEC evaluations primarily cover KOSPI- and KOSDAQ-listed companies and public institutions.

 

② 공공기관에는 공기업, 준정부기관, 지방공기업 및 그 밖의 공공성이 인정되는 기관을 포함할 수 있다.

 

Public institutions may include state-owned enterprises, quasi-governmental institutions, local public corporations, and other organizations recognized as having a public character.

 

③ SEC는 평가목적과 공익성·공공성 및 사회적 필요성을 고려하여 그 밖의 조직을 평가대상에 포함할 수 있다.

 

SEC may include other organizations within the scope of evaluation in consideration of the purpose of the evaluation, public interest, public value, and social need.

 

 

 

제9조 평가대상 선정기준

Article 9. Criteria for Determining Evaluation Subjects

 

① 기업은 주주·투자자·소비자·임직원·협력사 등 다양한 이해관계자와 시장에 미치는 영향을 고려한다.

 

For corporations, SEC considers their impact on various stakeholders, including shareholders, investors, consumers, employees, and business partners, as well as their impact on the market.

 

② 공공기관은 공공성, 국민생활, 공공서비스에 미치는 영향 및 재정투입 등을 고려한다.

 

For public institutions, SEC considers public character, impact on citizens’ lives and public services, and the commitment of public financial resources.

 

 

제10조 평가주기

Article 10. Evaluation Cycle

 

SEC 평가는 연 1회 실시한다.

 

SEC conducts the evaluation once each year.

 

 

 

제11조 평가자료 반영기간

Article 11. Evaluation Data Period

 

 

평가자료 반영기간은 평가연도별 평가공고에서 정한다.

 

The period for evaluation data is specified in the official evaluation announcement for each evaluation year.

 

제1회 평가의 평가자료 반영기간은 2026년 1월 1일부터 2026년 11월 30일까지이다.

 

The evaluation data period for the 1st Evaluation is from January 1, 2026 through November 30, 2026.

 

 

 

제4장 평가자료 및 평가방법

Chapter 4. Evaluation Materials and Evaluation Methods

 

 

제12조 평가자료

Article 12. Evaluation Materials

 

 

① SEC는 객관적으로 확인할 수 있는 공개자료를 중심으로 평가자료를 수집한다.

 

SEC collects evaluation materials primarily from objectively verifiable public sources.

 

② 평가자료에는 사업보고서, 지속가능경영보고서, ESG 보고서, 전자공시자료, 홈페이지 공개자료, 정부 및 공공기관 공개자료, 공식 발표자료, 언론보도 및 그 밖에 평가에 필요한 자료를 포함할 수 있다.

 

Evaluation materials may include business reports, sustainability reports, ESG reports, regulatory filings and disclosures, publicly available website information, government and public institution disclosures, official releases, media reports, and other materials necessary for evaluation.

 

③ 필요한 경우 평가대상이 공식적으로 제출한 자료를 평가에 활용할 수 있다.

 

Where necessary, SEC may use materials officially submitted by an Evaluated Organization.

 

 

제13조 평가자료의 검증

Article 13. Verification of Evaluation Materials

 

SEC는 평가자료의 출처, 작성시점, 공식성, 객관성 및 상호 일치 여부 등을 검토하고 필요한 경우 추가적인 검증을 실시한다.

 

SEC reviews the source, date, official status, objectivity, and consistency of evaluation materials and conducts additional verification where necessary.

 

 

제14조 평가방법

Article 14. Evaluation Methods

 

① SEC는 SEC 평가방법론과 SEC 평가체계에 따라 정량적·정성적 요소를 종합적으로 고려하여 평가한다.

 

SEC conducts evaluations in accordance with the SEC Evaluation Methodology and SEC Evaluation Framework by comprehensively considering quantitative and qualitative factors.

 

② 평가에서는 조직의 현재 성과뿐만 아니라 지속가능한 발전을 위한 역량, 미래변화에 대한 대응, 책임 있는 가치창출, 혁신역량 및 지속적인 개선 등을 종합적으로 분석한다.

 

The evaluation comprehensively analyzes not only current organizational performance but also capabilities for Sustainable Development, responses to future change, responsible value creation, Innovation Capability, and continuous improvement.

 

③ 평가는 확인 가능한 자료와 객관적인 근거를 바탕으로 실시한다.

 

Evaluations are conducted on the basis of verifiable information and objective evidence.

 

 

제15조 평가기록의 관리

Article 15. Management of Evaluation Records

 

SEC는 평가에 활용한 자료의 출처와 평가근거 및 필요한 평가기록을 체계적으로 관리한다.

 

SEC systematically manages the sources of materials used in evaluations, supporting evaluation evidence, and necessary evaluation records.

 

 

 

제5장 WFSRI 및 SEC WFSRI Rating

제16조 WFSRI의 산출

Article 16. Derivation of WFSRI

 

 

① SEC는 SEC 평가방법론과 SEC 평가체계를 통해 도출된 책임경영 평가결과를 종합하여 WFSRI를 산출한다.

 

SEC derives WFSRI by integrating Responsible Management evaluation results produced through the SEC Evaluation Methodology and SEC Evaluation Framework.

 

② WFSRI는 SEC 평가체계 자체 또는 개별 평가지표의 단순한 합계를 의미하지 않는다.

 

WFSRI does not mean the SEC Evaluation Framework itself or a simple sum of individual evaluation indicators.

 

 

 

제17조 SEC WFSRI Rating

Article 17. SEC WFSRI Rating

 

 

① SEC는 최종 확정된 평가결과와 WFSRI를 바탕으로 SEC WFSRI Rating을 결정한다.

 

SEC determines SEC WFSRI Ratings based on finalized evaluation results and WFSRI.

 

② SEC WFSRI Rating은 다음의 5단계로 구성한다.

 

SEC WFSRI Rating consists of the following five levels.

 

 

 

AAA (Platinum)

AA (Gold)

A (Silver)

BB (Certified)

B (Not Certified)

 

 

 

③ 평가에 필요한 자료와 객관적인 근거를 바탕으로 정상적인 평가절차를 완료하였으나 최종 평가결과가 B등급 부여기준에 미달하는 경우에는 SEC WFSRI Rating을 부여하지 않는다.

 

③ Where the evaluation process has been duly completed on the basis of sufficient evaluation materials and objective evidence, but the final evaluation result does not meet the minimum criteria for a B Rating, no SEC WFSRI Rating shall be assigned.

④ 제3항에 따른 경우에는 ‘B등급 기준 미달(Below B Rating Threshold)’로 구분하여 관리하며, 이는 SEC WFSRI Rating의 별도 등급을 의미하지 않는다.

 

④ A case falling under Paragraph 3 shall be classified and managed as “Below B Rating Threshold,” which shall not constitute a separate level of SEC WFSRI Rating.

⑤ 평가에 필요한 자료 또는 객관적인 근거가 충분하지 아니하는 등의 사유로 최종 평가등급을 산정할 수 없는 경우에는 ‘평가불가(Unable to Rate)’로 구분하여 관리하며, SEC WFSRI Rating을 부여하지 않는다.

 

⑤ Where a final Rating cannot be determined due to insufficient evaluation materials or objective evidence, or for other relevant reasons, the case shall be classified and managed as “Unable to Rate,” and no SEC WFSRI Rating shall be assigned.

 

 

 

제18조 Rating의 의미

Article 18. Meaning of Ratings

 

 

① SEC WFSRI Rating은 해당 평가연도에 최종 확정된 책임경영 평가결과를 정해진 등급체계에 따라 나타낸다.

 

SEC WFSRI Rating represents finalized Responsible Management evaluation results for the relevant evaluation year under the established rating structure.

② SEC WFSRI Rating은 단순한 순위(Ranking)를 의미하지 않는다.

 

SEC WFSRI Rating does not constitute a simple Ranking.

 

③ SEC WFSRI Rating은 특정 조직의 미래성과, 투자수익, 기업가치 또는 제품·서비스의 품질을 보증하거나 예측하는 것을 의미하지 않는다.

 

SEC WFSRI Rating does not guarantee or predict an organization’s future performance, investment returns, enterprise value, or the quality of its products or services.

 

 

 

제19조 Rating과 인증의 구분

Article 19. Distinction between Rating and Certification

 

 

① SEC WFSRI Rating과 별도의 인증제도는 구분하여 운영한다.

 

SEC WFSRI Rating and separate certification programs are operated as distinct systems.

 

② BB(Certified)는 SEC WFSRI Rating의 등급명이며, BB 등급의 부여만으로 별도의 인증제도에 따른 인증이 자동으로 부여되는 것은 아니다.

 

BB (Certified) is a rating designation within SEC WFSRI Rating, and assignment of a BB Rating does not automatically constitute certification under a separate certification program.

 

③ 평가결과와 SEC WFSRI Rating은 관련 인증규정에 따라 인증심사의 기초자료로 활용할 수 있다.

 

Evaluation results and SEC WFSRI Ratings may be used as a basis for certification review in accordance with applicable certification regulations.

 

 

 

제6장 평가위원회

Chapter 6. Evaluation Committee

 

제20조 평가위원회의 설치

Article 20. Establishment of the Evaluation Committee

 

 

SEC는 평가의 전문성과 독립성을 확보하기 위하여 평가위원회를 둔다.

 

SEC maintains an Evaluation Committee to ensure the professionalism and independence of evaluation activities.

 

 

 

제21조 평가위원회의 기능

Article 21. Functions of the Evaluation Committee

 

 

평가위원회는 관련 규정에 따라 다음 각 호의 사항을 심의한다.

 

In accordance with applicable regulations, the Evaluation Committee deliberates on the following matters.

제22조 평가위원장

Article 22. Chair of the Evaluation Committee

 

① 평가위원장은 평가위원회를 대표하고 회의를 주재하며 평가위원회의 운영과 평가업무를 총괄한다.

 

The Chair represents the Evaluation Committee, presides over its meetings, and oversees the operation of the Evaluation Committee and evaluation activities.

 

② 평가위원장은 평가와 관련한 전문적 판단의 독립성이 유지되도록 역할을 수행한다.

 

The Chair performs the role in a manner that maintains the independence of professional judgment relating to evaluations.

 

 

제23조 평가위원

Article 23. Evaluation Committee Members

 

① 평가위원은 ESG, 회계, 재무, 법률, 경영, 공공정책, 산업분석 및 그 밖의 평가 관련 분야에서 전문성을 갖춘 자 중에서 위촉할 수 있다.

 

Evaluation Committee Members may be appointed from among persons with expertise in ESG, accounting, finance, law, management, public policy, industry analysis, and other evaluation-related fields.

 

② 평가위원은 독립적인 판단에 따라 직무를 수행하고 평가의 공정성·객관성 및 비밀유지 의무를 준수한다.

 

Evaluation Committee Members perform their duties based on independent judgment and observe obligations relating to fairness, objectivity, and confidentiality.

 

 

제24조 평가위원 비공개 원칙

Article 24. Confidentiality of Evaluation Committee Members

 

① SEC는 평가위원에 대한 외부 압력, 로비 또는 이해관계자의 부당한 영향력 행사를 방지하기 위하여 개별 평가위원의 신원을 공개하지 않는다.

 

SEC does not disclose the identities of individual Evaluation Committee Members in order to prevent external pressure, lobbying, or improper influence by interested parties.

 

② 평가위원회의 대표자인 평가위원장은 공개할 수 있다.

 

The Chair of the Evaluation Committee may be publicly disclosed as the representative of the Committee.

 

제7장 사실확인

Chapter 7. Factual Review

 

 

제25조 사실확인의 목적

Article 25. Purpose of Factual Review

 

사실확인은 평가결과를 최종 확정하기 전에 평가자료와 주요 사실관계의 정확성을 확인하기 위하여 실시한다.

 

Factual Review is conducted to verify the accuracy of evaluation materials and material factual information before evaluation results are finalized.

 

 

 

제26조 사실확인 절차

Article 26. Factual Review Procedure

 

 

① SEC는 정해진 절차에 따라 평가대상에 사실확인의 기회를 제공한다.

 

SEC provides Evaluated Organizations with an opportunity for Factual Review in accordance with established procedures.

 

② 평가대상은 사실확인에 필요한 객관적인 자료와 근거를 제출할 수 있다.

 

An Evaluated Organization may submit objective information and supporting evidence necessary for Factual Review.

 

③ SEC는 제출된 자료와 사실관계를 검토하고 필요한 경우 그 결과를 평가에 반영한다.

 

SEC reviews submitted materials and factual information and, where necessary, reflects the findings in the evaluation.

 

 

 

제27조 사실확인의 범위

Article 27. Scope of Factual Review

 

 

① 사실확인은 사실관계와 평가자료의 정확성을 확인하는 절차로 운영한다.

 

Factual Review is operated as a procedure for verifying the accuracy of factual information and evaluation materials.

 

② 사실확인은 평가철학, 평가기준 또는 평가방법론 자체의 변경을 요구하거나 정당한 근거 없이 평가결과의 변경을 요구하는 절차로 이용할 수 없다.

 

Factual Review shall not be used to request changes to the evaluation philosophy, evaluation criteria, or evaluation methodology itself or to seek alteration of evaluation results without legitimate grounds.

 

③ 사실확인에 관한 세부사항은 「SEC 사실확인 운영규정」에서 정한다.

 

Detailed matters concerning Factual Review are governed by the SEC Factual Review Regulations.

 

 

 

제8장 이의신청

Chapter 8. Appeals

 

제28조 이의신청

Article 28. Appeals

 

 

평가대상은 정해진 사유와 절차에 따라 평가결과에 대하여 이의신청을 할 수 있다.

 

An Evaluated Organization may file an Appeal concerning evaluation results in accordance with established grounds and procedures.

 

 

제29조 이의신청 사유

Article 29. Grounds for Appeal

 

이의신청은 다음 각 호의 어느 하나에 해당하는 경우 제기할 수 있다.

 

An Appeal may be filed on any of the following grounds.

 

평가에 반영된 사실관계에 중대한 오류가 있는 경우

 

 

평가절차상 중대한 하자가 확인된 경우

그 밖에 객관적인 재검토가 필요하다고 인정되는 경우

 

A material error exists in factual information reflected in the evaluation

Material information necessary for the evaluation has been objectively omitted

A material defect in the evaluation procedure is identified

Other objectively justified grounds for reconsideration are identified

 

 

제30조 이의신청 심사

Article 30. Appeal Review

 

 

① SEC는 이의신청 내용과 제출자료를 검토하고 필요한 경우 추가적인 확인 또는 심사를 실시한다.

 

SEC reviews the substance of an Appeal and submitted materials and, where necessary, conducts additional verification or review.

② 이의신청 심사결과는 정해진 심의·의결 절차를 거쳐 확정한다.

 

Appeal review outcomes are finalized through established deliberation and resolution procedures.

 

③ 이의신청에 관한 세부사항은 「SEC 이의신청 심사규정」에서 정한다.

 

Detailed matters concerning Appeals are governed by the SEC Appeal Review Regulations.

 

 

 

제9장 평가결과 및 Rating의 확정·관리

Chapter 9. Finalization and Management of Evaluation Results and Ratings

 

 

 

제31조 평가결과의 확정

Article 31. Finalization of Evaluation Results

 

평가결과는 평가분석과 필요한 사실확인 및 이의신청 절차를 거친 후 SEC의 심의·의결을 거쳐 최종 확정한다.

 

Evaluation results are finalized through SEC deliberation and resolution following evaluation analysis and any necessary Factual Review and Appeal procedures.

 

 

제32조 SEC WFSRI Rating의 확정

Article 32. Finalization of SEC WFSRI Ratings

 

 

SEC WFSRI Rating은 최종 확정된 평가결과와 WFSRI를 바탕으로 정해진 절차에 따라 확정한다.

 

SEC WFSRI Ratings are finalized through established procedures based on finalized evaluation results and WFSRI.

 

 

제33조 평가결과 및 Rating의 재검토

Article 33. Reconsideration of Evaluation Results and Ratings

 

 

SEC는 중대한 사실오인, 중대한 자료누락, 평가절차상 중대한 하자 또는 그 밖에 객관적으로 재검토가 필요한 사유가 확인된 경우 평가결과 또는 SEC WFSRI Rating을 재검토할 수 있다.

 

SEC may reconsider evaluation results or SEC WFSRI Ratings where a material factual error, material omission of information, material procedural defect, or other objectively justified ground for reconsideration is identified.

 

 

 

제34조 평가결과 및 Rating의 변경

Article 34. Modification of Evaluation Results and Ratings

 

평가결과 또는 SEC WFSRI Rating을 변경하는 경우에는 변경사유와 관련 자료를 검토하고 정해진 심의·의결 절차를 거쳐 확정한다.

 

Where evaluation results or an SEC WFSRI Rating are modified, the grounds for modification and relevant materials are reviewed, and the modification is finalized through established deliberation and resolution procedures.

 

 

 

제35조 평가결과의 공표

Article 35. Disclosure of Evaluation Results

 

 

① 최종 확정된 평가결과와 SEC WFSRI Rating은 관련 규정에 따라 공표한다.

 

Finalized evaluation results and SEC WFSRI Ratings are disclosed in accordance with applicable regulations.

 

② 공표대상, 공개범위, 공표시기 및 공표방법에 관한 세부사항은 「SEC 평가결과 공표규정」에서 정한다.

 

Detailed matters concerning the subjects, scope, timing, and methods of disclosure are governed by the SEC Evaluation Result Disclosure Regulations.

제36조 평가독립성

Article 36. Evaluation Independence

 

SEC는 평가에 관한 전문적 판단과 평가결과가 외부 또는 내부의 부당한 요구·압력이나 이해관계에 의하여 영향을 받지 않도록 평가의 독립성을 유지한다.

 

SEC maintains evaluation independence so that professional evaluation judgments and evaluation results are not influenced by improper external or internal demands, pressure, or interests.

 

 

제37조 경제적·사업적 관계의 관리

Article 37. Management of Economic and Business Relationships

 

SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과, SEC WFSRI Rating 또는 인증결정에 부당한 영향을 미치지 않도록 관리한다.

 

SEC manages economic and business relationships with Evaluated Organizations so that such relationships do not improperly influence individual evaluation results, SEC WFSRI Ratings, or certification decisions.

 

 

제38조 부당한 경제적 영향의 금지

Article 38. Prohibition of Improper Economic Influence

 

SEC는 평가결과, SEC WFSRI Rating 또는 인증결정의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않는다.

 

SEC does not request or accept monetary or other economic benefits in exchange for favorable changes to evaluation results, SEC WFSRI Ratings, or certification decisions.

 

 

제39조 평가와 경제적 이해관계의 분리

Article 39. Separation of Evaluation from Economic Interests

 

 

경제적·사업적 관계의 존재 여부 또는 재정적 기여 여부는 그 자체로 개별 평가결과, SEC WFSRI Rating 또는 인증결정을 유리하거나 불리하게 하는 근거가 될 수 없다.

 

The existence or absence of an economic or business relationship or financial contribution shall not, in itself, constitute a basis for favorably or unfavorably affecting an individual evaluation result, SEC WFSRI Rating, or certification decision.

 

 

제40조 이해상충 관리조치

Article 40. Conflict-of-Interest Management Measures

 

 

① SEC는 평가업무와 관련하여 발생하거나 발생할 가능성이 있는 이해상충을 식별·예방·관리한다.

 

SEC identifies, prevents, and manages actual or potential conflicts of interest relating to evaluation activities.

 

② 필요한 경우 업무분리, 정보차단, 제척·회피 및 그 밖의 적절한 이해상충 관리조치를 적용한다.

 

Where necessary, SEC applies appropriate conflict-of-interest management measures, including functional separation, information barriers, recusal, avoidance, and other appropriate controls.

 

③ 이해상충 관리에 관한 세부사항은 「SEC 이해상충 방지규정」에서 정한다.

 

Detailed matters concerning conflict-of-interest management are governed by the SEC Conflict of Interest Regulations.

제41조 평가윤리

Article 41. Evaluation Ethics

 

평가위원 및 평가 관련자는 평가업무를 수행하는 과정에서 독립성·공정성·객관성을 유지하고 전문적인 판단에 따라 직무를 수행한다.

 

Evaluation Committee Members and evaluation personnel maintain independence, fairness, and objectivity and perform their duties based on professional judgment.

 

 

제42조 이해상충 신고

Article 42. Disclosure of Conflicts of Interest

 

① 평가위원 및 평가 관련자는 평가와 관련하여 이해상충이 발생하거나 발생할 우려가 있는 경우 정해진 절차에 따라 이를 신고한다.

 

Evaluation Committee Members and evaluation personnel disclose actual or potential conflicts of interest relating to evaluations in accordance with established procedures.

 

② SEC는 신고된 이해상충을 검토하고 필요한 관리조치를 적용한다.

 

SEC reviews disclosed conflicts of interest and applies necessary management measures.

 

 

제43조 비밀유지

Article 43. Confidentiality

 

평가위원 및 평가 관련자는 직무상 취득한 비공개 평가정보를 외부에 부당하게 공개하거나 개인 또는 제3자의 이익을 위하여 이용하지 않는다.

 

Evaluation Committee Members and evaluation personnel shall not improperly disclose non-public evaluation information obtained in the course of their duties or use such information for their own benefit or that of any third party.

 

 

제44조 평가윤리 위반에 대한 조치

Article 44. Measures for Violations of Evaluation Ethics

 

 

SEC는 평가윤리, 비밀유지 또는 이해상충 관리의무를 위반한 평가위원 또는 평가 관련자에 대하여 관련 규정과 절차에 따라 필요한 조치를 취할 수 있다.

 

SEC may take necessary measures, in accordance with applicable regulations and procedures, against any Evaluation Committee Member or evaluation personnel who violates evaluation ethics, confidentiality, or conflict-of-interest management obligations.

 

평가윤리에 관한 세부사항은 「SEC 평가윤리규정」에서 정한다.

 

Detailed matters concerning evaluation ethics are governed by the SEC Evaluation Ethics Regulations.

본 규정의 해석 및 적용과 관련하여 필요한 사항은 SEC의 평가목적, 평가원칙, 관련 규정 및 공식 운영기준에 따라 판단한다.

 

Matters concerning the interpretation and application of these Regulations are determined in accordance with SEC’s evaluation purposes, evaluation principles, applicable regulations, and official operational standards.

 

 

제47조 규정의 제·개정

Article 47. Enactment and Revision

 

본 규정은 평가제도의 발전, 운영환경의 변화 및 평가과정에서 확인된 개선 필요사항 등을 반영하여 정해진 절차에 따라 개정할 수 있다.

 

These Regulations may be revised through established procedures to reflect developments in the evaluation system, changes in the operating environment, and areas for improvement identified through evaluation activities.

Supplementary Provisions

 

 

 

제1조 시행일

Article 1. Effective Date

 

 

본 규정은 2026년 1월 1일부터 시행한다.

These Regulations shall enter into force on January 1, 2026.

 

제2조 제1회 평가에 관한 적용

Article 2. Application to the 1st Evaluation

 

본 규정은 2026년 1월 1일부터 실시하는 「제1회 SEC 기업·공공기관 ESG·WFSRI 평가」부터 적용한다.

 

These Regulations apply beginning with the “1st SEC ESG·WFSRI Evaluation for Corporations and Public Institutions,” commencing on January 1, 2026.

 

 

 

제3조 개정규정의 적용

Article 3. Application of Revised Regulations

 

 

본 규정이 개정되는 경우에는 개정일, 시행일 및 적용대상을 명확하게 하여 평가연도별 적용기준을 구분하여 관리한다.

 

Where these Regulations are revised, the revision date, effective date, and scope of application shall be clearly identified so that the applicable standards can be distinguished by evaluation year.
