This appendix provides definitions of the principal terms used in connection with the WF Sustainable Responsibility Index (WFSRI) and the evaluation and certification activities of SEC (Sustainable Enterprise Evaluation Commission).
본 용어집은 백서의 주요 개념과 용어에 대한 이해를 높이고, SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework), SEC 평가지표 체계(SEC Indicator System), WFSRI, SEC WFSRI Rating 및 SEC WFSRI Certification과 관련한 문서와 평가과정에서 주요 용어를 일관되게 사용할 수 있도록 하는 것을 목적으로 한다.

SEC
Sustainable Enterprise Evaluation Commission
SEC(Sustainable Enterprise Evaluation Commission)는 기업·공공기관 및 기타 조직의 책임경영과 지속가능성 및 미래 경쟁력을 전문적으로 평가·분석하는 기업·공공기관 평가전문기관이다.
SEC (Sustainable Enterprise Evaluation Commission) is a professional evaluation institution specializing in the evaluation and analysis of Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations.
SEC는 세계청년리더총연맹(WFPL)이 확립한 WFSRI 연구성과를 토대로 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 SEC 평가지표 체계(SEC Indicator System)를 수립·운영하고 지속적으로 고도화하며, 이를 통해 도출된 평가결과를 종합하여 WFSRI를 산출한다.
Building on the WFSRI research outcomes established by the WORLD FEDERATION OF POWER LEADERS (WFPL), SEC establishes, operates, and continuously advances the SEC Evaluation Methodology, SEC Evaluation Framework, and SEC Indicator System and derives the WFSRI by integrating the evaluation results generated through them.
SEC는 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency), 신뢰성(Reliability)을 평가의 6대 기본원칙으로 한다.
SEC operates in accordance with six Fundamental Principles of evaluation: Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability.

SEC Evaluation Methodology
SEC 평가방법론(SEC Evaluation Methodology)은 기업·공공기관 및 기타 조직에 대한 평가를 어떠한 원칙과 방식으로 수행할 것인지에 관한 방법적 기반을 말한다.
The SEC Evaluation Methodology refers to the methodological foundation governing the principles and methods by which corporations, public institutions, and other organizations are evaluated.
SEC 평가방법론은 평가원칙, 자료의 수집과 검증, 정량·정성평가, 평가결과의 종합, 사실확인, 평가위원회 심의 및 평가결과 확정 등 평가 전반에 적용되는 방법과 절차를 포괄한다.
The SEC Evaluation Methodology encompasses the methods and procedures applied throughout the evaluation process, including evaluation principles, data collection and verification, quantitative and qualitative assessment, integration of evaluation results, Factual Review, Evaluation Committee deliberation, and finalization of evaluation results.

The SEC Evaluation Framework is a professional evaluation framework designed to objectively and systematically assess the Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations.
SEC 평가체계는 9대 평가부문(SEC Evaluation Domains), 27개 하위평가항목(SEC Evaluation Pillars), 159개 세부평가지표(Detailed Evaluation Indicators) 및 그 가운데 선정된 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)를 중심으로 구성되며, 평가결과는 SEC 평가방법론에 따라 종합된다.
The SEC Evaluation Framework is structured around nine SEC Evaluation Domains, twenty-seven SEC Evaluation Pillars, 159 Detailed Evaluation Indicators, and 50 SEC Core Value Indicators (CVIs) selected from among them, with evaluation results integrated in accordance with the SEC Evaluation Methodology.

평가부문(SEC Evaluation Domain)은 SEC 평가체계를 구성하는 최상위 평가영역을 말한다. SEC 평가체계는 조직의 책임경영을 종합적으로 평가하기 위하여 9대 평가부문으로 구성된다.
An SEC Evaluation Domain is a highest-level evaluation area within the SEC Evaluation Framework. The SEC Evaluation Framework comprises nine Evaluation Domains for the comprehensive assessment of organizational Responsible Management.

An SEC Evaluation Pillar is an evaluation unit that structures the nine SEC Evaluation Domains into more specific areas of assessment.

SEC 평가지표 체계(SEC Indicator System)는 9대 평가부문과 27개 하위평가항목을 실제 평가에 적용하기 위하여 총 159개 세부평가지표(Detailed Evaluation Indicators)로 구체화한 평가지표 체계이다.
The SEC Indicator System is a system of 159 Detailed Evaluation Indicators that operationalizes the nine SEC Evaluation Domains and twenty-seven SEC Evaluation Pillars for application in actual evaluation.
각 세부평가지표는 해당 지표의 목적과 특성에 따라 객관적으로 확인 가능한 정량적·정성적 자료를 활용하여 평가하며, 평가결과는 상위 평가구조와 연계하여 종합적으로 분석된다.
Each Detailed Evaluation Indicator is assessed using objectively verifiable quantitative and qualitative information according to the purpose and characteristics of the indicator, and the results are comprehensively analyzed in connection with the higher levels of the evaluation structure.

세부평가지표(Detailed Evaluation Indicator)는 SEC 평가지표 체계를 구성하는 구체적인 평가단위로서, 기업·공공기관 및 기타 조직의 책임경영과 관련한 제도·운영체계·활동·성과 및 영향 등을 객관적이고 체계적으로 평가하기 위한 지표를 말한다.
A Detailed Evaluation Indicator is a specific unit of assessment within the SEC Indicator System used to objectively and systematically evaluate institutional arrangements, operational systems, activities, performance, impacts, and other matters relating to the Responsible Management of corporations, public institutions, and other organizations.
SEC 평가지표 체계는 총 159개의 세부평가지표로 구성된다.
The SEC Indicator System comprises a total of 159 Detailed Evaluation Indicators.
SEC 핵심가치지표
SEC Core Value Indicators (CVIs)
SEC 핵심가치지표(SEC Core Value Indicators, CVIs)는 책임경영의 핵심가치와 주요 평가요소가 평가결과에 실질적으로 반영될 수 있도록 SEC 평가방법론에 따라 159개 세부평가지표 가운데 선정된 50개의 핵심지표이다.
The SEC Core Value Indicators (CVIs) are 50 key indicators selected from among the 159 Detailed Evaluation Indicators in accordance with the SEC Evaluation Methodology so that the core values and major evaluation elements of Responsible Management can be substantively reflected in evaluation results.
50개 SEC 핵심가치지표(CVIs)는 159개 세부평가지표와 별도로 추가되는 지표가 아니며, CVI의 수나 비율 자체가 평가에서의 배점 또는 가중치를 의미하지 않는다.
The 50 SEC Core Value Indicators (CVIs) are not additional indicators separate from the 159 Detailed Evaluation Indicators, and the number or proportion of CVIs does not in itself represent scoring or weighting in the evaluation.

WF Sustainable Responsibility Index (WFSRI)
WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)는 세계청년리더총연맹(WFPL)이 장기간의 연구개발을 통해 확립한 책임경영 평가 연구성과를 토대로, SEC가 수립·운영하는 SEC 평가방법론과 SEC 평가체계를 통해 기업·공공기관 및 기타 조직의 책임경영 평가결과를 종합하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.
The WF Sustainable Responsibility Index (WFSRI) is SEC’s Comprehensive Evaluation Index, derived by integrating Responsible Management evaluation results for corporations, public institutions, and other organizations through the SEC Evaluation Methodology and SEC Evaluation Framework established and operated by SEC, based on the Responsible Management evaluation research outcomes developed and established through long-term research and development by the WORLD FEDERATION OF POWER LEADERS (WFPL).
WFSRI는 ESG를 대체하기 위하여 개발된 지수가 아니다. WFSRI는 ESG의 기본적인 가치와 문제의식을 존중하면서, AI 시대와 그 이후의 변화하는 기업환경과 공공환경에서 요구되는 책임경영을 보다 종합적이고 미래지향적인 관점에서 살펴보고 평가하고자 한다.
The WFSRI was not developed to replace ESG. While respecting the fundamental values and concerns underlying ESG, the WFSRI seeks to examine and evaluate Responsible Management from a more comprehensive and future-oriented perspective in changing corporate and public-sector environments in the AI era and beyond.
세계청년리더총연맹(WFPL)은 2017년 1월 WFSRI 연구개발을 시작하여 약 10년에 걸친 연구를 바탕으로 2025년 11월 1일 WFSRI를 최종 확립하였다.
The WORLD FEDERATION OF POWER LEADERS (WFPL) began research and development of the WFSRI in January 2017 and finalized the WFSRI on November 1, 2025, following nearly a decade of research.
SEC WFSRI Rating
SEC WFSRI Rating은 WFSRI와 종합적인 평가결과를 관련 등급기준과 운영기준에 따라 등급의 형태로 제시하는 평가결과 체계이다.
The SEC WFSRI Rating is an evaluation result system that presents the WFSRI and comprehensive evaluation results in the form of rating grades in accordance with applicable rating criteria and operational standards.
SEC WFSRI Rating은 WFSRI와 별개의 독립적인 평가체계나 평가방법론이 아니며, SEC 평가방법론과 평가체계에 따라 도출·확정된 평가결과를 일정한 등급체계에 따라 체계화하여 제시하는 평가결과 표현체계이다.
The SEC WFSRI Rating is neither an evaluation framework nor an evaluation methodology independent of the WFSRI. Rather, it is a system for presenting evaluation results derived and finalized in accordance with the SEC Evaluation Methodology and Evaluation Framework in a structured form according to a defined rating structure.
SEC WFSRI Certification
SEC WFSRI Certification은 WFSRI와 관련 평가결과를 기초로, 별도의 인증기준과 운영기준에 따라 일정한 인증요건을 충족한 기업·공공기관 및 기타 조직에 적용되는 책임경영 인증제도이다.
The SEC WFSRI Certification is a Responsible Management certification system applied to corporations, public institutions, and other organizations that satisfy specified certification requirements under separate certification criteria and operational standards, based on the WFSRI and related evaluation results.
SEC WFSRI Certification은 WFSRI가 산출되거나 SEC WFSRI Rating이 부여되었다는 이유만으로 자동적으로 부여되는 것이 아니며, 인증 여부는 관련 인증기준과 별도의 인증절차에 따라 심사·결정한다.
SEC WFSRI Certification is not automatically granted solely because a WFSRI has been derived or an SEC WFSRI Rating has been assigned. Certification is separately reviewed and determined in accordance with applicable certification criteria and separate certification procedures.
SEC WFSRI Rating의 BB(Certified)에서 ‘Certified’는 Rating 체계상의 등급명이며, 별도의 SEC WFSRI Certification을 의미하지 않는다.
The term “Certified” in the BB (Certified) grade of the SEC WFSRI Rating is the designation of a rating grade within the Rating system and does not constitute separate SEC WFSRI Certification.

Responsible Management
책임경영(Responsible Management)은 조직이 자신의 의사결정과 활동이 환경과 사회, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향을 인식하고 그 영향에 상응하는 책임을 조직의 경영·운영 전반에서 실천하며 지속가능한 발전을 추구하는 경영 및 운영방식을 말한다.
Responsible Management refers to a management and operational approach through which an organization recognizes the impacts of its decisions and activities on the environment and society, stakeholders and communities, and present and future generations, assumes responsibility corresponding to those impacts throughout its management and operations, and pursues sustainable development.
영향에 상응하는 책임
Responsibility Corresponding to Impact
영향에 상응하는 책임(Responsibility Corresponding to Impact)은 조직의 의사결정과 활동이 환경·사회·이해관계자·공동체 및 현재세대와 미래세대에 미치는 영향이 확대될수록 그에 상응하여 조직이 부담하고 실천해야 할 책임의 범위와 수준도 확대되어야 한다는 WFSRI의 최상위 평가철학을 말한다.
Responsibility Corresponding to Impact refers to the highest-order evaluation philosophy of the WFSRI, under which the scope and level of responsibility that an organization should assume and fulfill should expand in correspondence with the increasing impacts of its decisions and activities on the environment, society, stakeholders, communities, and present and future generations.

지속가능성(Sustainability)은 현재의 필요와 발전을 추구하면서도 환경·사회·경제적 기반과 미래세대의 삶과 발전 가능성을 함께 고려하여 조직과 사회가 장기적으로 지속될 수 있는 역량과 상태를 의미한다.
Sustainability refers to the capacity and condition that enable organizations and society to endure over the long term by pursuing present needs and development while taking into account environmental, social, and economic foundations and the well-being and development potential of future generations.
공공가치
Public Value
공공가치(Public Value)는 조직의 활동이 공공의 이익과 사회 전체의 발전 및 국민의 삶의 질 향상 등에 기여함으로써 창출되는 가치를 말한다.
Public Value refers to value created through organizational activities that contribute to the public interest, the development of society as a whole, and improvements in quality of life.
사회적 가치
Social Value
사회적 가치(Social Value)는 조직의 활동을 통해 사회와 이해관계자에게 창출되는 긍정적인 가치를 말하며, 사회통합, 인권보호, 사회적 약자 보호 및 지속가능한 사회의 구현 등에 대한 기여를 포함한다.
Social Value refers to positive value created for society and stakeholders through organizational activities, including contributions to social integration, human rights protection, protection of socially vulnerable groups, and the realization of a sustainable society.

Community Value
공동체 가치(Community Value)는 조직과 지역사회 및 다양한 사회구성원이 상호 책임과 협력을 바탕으로 공동체의 신뢰·안전·연대·회복력 및 지속가능한 발전에 기여함으로써 창출되는 가치를 말한다.
Community Value refers to value created when organizations, local communities, and members of society contribute to trust, safety, solidarity, resilience, and sustainable development within communities through mutual responsibility and cooperation.

Innovation Capability and Future Readiness
혁신역량과 미래 대응(Innovation Capability and Future Readiness)은 조직이 변화하는 사회·환경·산업·기술환경과 미래위험에 대응하여 새로운 기술·제도·정책·서비스 및 운영방식 등을 개발하거나 활용하고, 이를 지속가능한 가치와 미래 경쟁력 및 장기적인 발전역량으로 연결할 수 있는 능력을 말한다.
Innovation Capability and Future Readiness refer to an organization’s capacity to develop or utilize new technologies, systems, policies, services, and operational approaches in response to changing social, environmental, industrial, and technological environments and future risks and to translate them into sustainable value, future competitiveness, and long-term development capabilities.
독립성
Independence
독립성(Independence)은 평가에 관한 전문적 판단이 외부의 부당한 영향이나 이해관계로부터 독립적으로 이루어져야 한다는 원칙을 말한다.
Independence refers to the principle that professional judgments concerning evaluation must be made independently from undue external influence or interests.
SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과·평가등급 또는 인증결정에 부당한 영향을 미치지 않도록 관리하며, 평가업무와 기타 사업 사이에서 발생할 수 있는 이해상충을 식별·예방·관리한다.
SEC manages its economic and business relationships with evaluation subjects to ensure that such relationships do not improperly influence individual evaluation results, Ratings, or certification decisions and identifies, prevents, and manages potential conflicts of interest between evaluation activities and other business activities.
공정성
Fairness
공정성(Fairness)은 특정 평가대상이나 이해관계자에게 부당한 유리함이나 불리함이 발생하지 않도록 정해진 평가원칙·기준 및 절차를 일관되게 적용하는 원칙을 말한다.
Fairness refers to the principle of consistently applying established evaluation principles, criteria, and procedures so that no evaluation subject or stakeholder is unfairly favored or disadvantaged.
평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
Taking the characteristics of an evaluation subject into account does not mean arbitrarily changing the same Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.

Transparency refers to the principle of managing and providing necessary information so that stakeholders can reasonably understand the fundamental structure of the Evaluation Framework, evaluation principles, major procedures, and the meaning of evaluation results.

Appeal refers to a post-finalization procedure through which an evaluation subject may request reconsideration, in accordance with applicable criteria and procedures, regarding objective factual errors, the treatment of evaluation materials, evaluation procedures, or related matters after final evaluation results and the Rating have been determined.
이의신청은 평가기준이나 Rating을 협상하거나 특정 등급을 요청하기 위한 절차가 아니다.
