1. WFSRI의 개요와 정의

1. Overview and Definition of the WFSRI

 

 

WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)는 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 기반으로 기업·공공기관 및 기타 조직의 책임경영에 관한 평가결과를 종합적으로 반영하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

 

The WF Sustainable Responsibility Index (WFSRI) is SEC’s Comprehensive Evaluation Index, derived by comprehensively reflecting evaluation results on the Responsible Management of corporations, public institutions, and other organizations based on the SEC Evaluation Methodology and SEC Evaluation Framework.

 

WFSRI는 세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)이 장기간의 연구개발을 통해 확립한 책임경영 평가 연구성과이다. SEC(Sustainable Enterprise Evaluation Commission)는 그 연구성과를 토대로 SEC 평가방법론과 SEC 평가체계를 수립·운영하고 지속적으로 고도화하며, 이를 통해 도출된 평가결과를 종합하여 WFSRI를 산출한다.

 

The WFSRI is the outcome of long-term research and development by the WORLD FEDERATION OF POWER LEADERS (WFPL) in the field of Responsible Management evaluation. SEC (Sustainable Enterprise Evaluation Commission) builds on those research outcomes to establish, operate, and continuously advance the SEC Evaluation Methodology and SEC Evaluation Framework, and derives the WFSRI by integrating the evaluation results generated through them.

 

WFSRI는 조직의 책임경영을 특정 영역이나 단일한 성과만으로 판단하지 않고, SEC 평가체계를 통하여 도출된 다양한 평가결과를 종합적인 관점에서 분석·반영한다.

 

The WFSRI does not assess organizational Responsible Management on the basis of a particular area or a single performance outcome. It analyzes and reflects, from a comprehensive perspective, the diverse evaluation results generated through the SEC Evaluation Framework.

 

따라서 WFSRI는 SEC 평가체계 자체를 의미하거나 개별 평가지표의 단순한 합계를 의미하지 않는다. SEC 평가체계가 책임경영을 평가하기 위한 구조라면, WFSRI는 그 구조를 통하여 도출된 평가결과를 SEC 평가방법론에 따라 종합적으로 반영하여 산출하는 지수이다.

 

Accordingly, the WFSRI does not itself constitute the SEC Evaluation Framework, nor does it represent a simple sum of individual Evaluation Indicators. While the SEC Evaluation Framework provides the structure for evaluating Responsible Management, the WFSRI is the index derived by comprehensively reflecting the evaluation results generated through that structure in accordance with the SEC Evaluation Methodology.

 

 

2. 평가결과의 종합과 WFSRI 산출

2. Integration of Evaluation Results and Derivation of the WFSRI

 

 

WFSRI는 159개 세부평가지표(Detailed Evaluation Indicators)를 통하여 도출된 책임경영 평가결과를 SEC 평가방법론에 따라 종합적으로 분석·반영하여 산출한다.

 

The WFSRI is derived by comprehensively analyzing and reflecting Responsible Management evaluation results generated through the 159 Detailed Evaluation Indicators in accordance with the SEC Evaluation Methodology.

 

159개 세부평가지표 가운데 선정된 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)의 평가결과 역시 전체 평가결과의 일부로 함께 반영된다. CVIs만을 별도로 평가하여 WFSRI를 산출하거나 WFSRI와 별개의 독립적인 종합지수를 산출하는 것은 아니다.

 

The evaluation results of the 50 SEC Core Value Indicators (CVIs) selected from among the 159 Detailed Evaluation Indicators are also reflected as part of the overall evaluation results. The WFSRI is not derived by separately evaluating the CVIs alone, nor do the CVIs generate an independent comprehensive index separate from the WFSRI.

 

평가결과의 종합은 개별 세부평가지표의 결과를 단순히 합산하는 방식으로 이루어지지 않는다. 각 세부평가지표에서 확인된 평가결과는 관련 하위평가항목과 평가부문 및 전체 평가체계와의 관계 속에서 검토하고, SEC 평가방법론에 따라 종합적으로 분석한다.

 

Evaluation results are not integrated through the simple aggregation of individual Detailed Evaluation Indicator results. Results identified through each Detailed Evaluation Indicator are reviewed in relation to the relevant Evaluation Pillars, Evaluation Domains, and the overall Evaluation Framework and are comprehensively analyzed in accordance with the SEC Evaluation Methodology.

 

이 과정에서는 정량적·정성적 평가결과와 평가자료의 객관성·신뢰성·관련성 및 검증결과 등을 종합적으로 고려한다.

 

This process comprehensively considers quantitative and qualitative evaluation results as well as the Objectivity, Reliability, relevance, and verification of evaluation materials.

 

평가대상의 유형이나 조직형태에 따라 제도·조직·사업·정책·서비스 또는 업무의 형식이 다르더라도 제6장에서 설명한 공통 적용원칙에 따라 동일한 평가목적을 중심으로 실질적인 평가결과를 분석한다.

 

Even where systems, organizational arrangements, businesses, policies, services, or work activities differ according to the type or organizational form of an evaluation subject, substantive evaluation results are analyzed around the same evaluation purposes in accordance with the common application principles explained in Chapter VI.

 

이러한 평가결과의 종합을 통하여 WFSRI가 산출되며, 세부 평가기준(Evaluation Criteria), 판단기준, 가중치, 산출방식, 내부 조정기준 및 기타 구체적인 평가기법은 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하고 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.

 

The WFSRI is derived through this integration of evaluation results. Detailed Evaluation Criteria, judgment standards, weights, calculation methods, internal adjustment standards, and other specific evaluation techniques are, in principle, maintained as non-public information to safeguard the Independence, Fairness, Objectivity, and Reliability of the evaluation and are managed and shared on a restricted basis to the extent necessary for conducting the evaluation.

 

 

3. WFSRI의 역할과 활용

3. Role and Utilization of the WFSRI

 

 

WFSRI는 SEC의 종합적인 평가결과를 하나의 종합평가지수로 제시함으로써 기업·공공기관 및 기타 조직의 책임경영과 지속가능성 및 미래 경쟁력을 체계적으로 이해하고 분석할 수 있는 평가정보를 제공한다.

 

By presenting SEC’s comprehensive evaluation results through a single Comprehensive Evaluation Index, the WFSRI provides evaluation information for systematically understanding and analyzing the Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations.

 

WFSRI와 관련 평가결과는 주주·투자자·소비자·임직원·협력기업·지역사회와 국민·이용자·수혜자·협력기관 등 다양한 이해관계자가 조직의 책임경영과 지속가능성을 이해하는 데 필요한 평가정보로 활용될 수 있다.

 

The WFSRI and related evaluation results may provide evaluation information to diverse stakeholders—including shareholders, investors, consumers, employees, business partners, local communities, citizens, users, beneficiaries, and partner organizations—for understanding organizational Responsible Management and Sustainability.

 

또한 평가대상 조직이 자신의 책임경영 현황과 강점 및 개선이 필요한 영역을 점검하고, 중장기적인 책임경영과 지속가능한 발전방향을 검토하는 데 참고자료로 활용될 수 있다.

 

They may also serve as reference information for evaluated organizations seeking to review their Responsible Management status, strengths, and areas requiring improvement and to consider medium- and long-term directions for Responsible Management and Sustainable Development.

 

WFSRI는 평가대상 조직의 경영전략이나 정책수립 또는 의사결정을 대신하는 것이 아니라, SEC의 독립적인 평가와 분석을 통하여 제공되는 평가정보로 활용된다.

 

The WFSRI does not substitute for the formulation of management strategies or policies or for decision-making by evaluated organizations. It serves as evaluation information provided through SEC’s independent evaluation and analysis.

 

 

 

4. 후속 평가결과 체계와의 연계

4. Linkage with Subsequent Evaluation Result Systems

 

 

WFSRI와 최종 확정된 평가결과는 SEC의 관련 평가 운영기준과 공표기준에 따라 SEC WFSRI Rating, Ranking, Certification 및 Analysis 등과 연계될 수 있다.

 

The WFSRI and finalized evaluation results may be linked with SEC WFSRI Rating, Ranking, Certification, and Analysis in accordance with SEC’s applicable evaluation operating and disclosure standards.

 

WFSRI는 이러한 후속 평가결과 체계의 기반이 되는 종합적인 평가정보를 제공하지만, WFSRI 자체와 Rating, Ranking, Certification 및 Analysis는 각각의 목적과 운영방식에 따라 구별된다.

 

The WFSRI provides comprehensive evaluation information that serves as a basis for these subsequent evaluation result systems, while the WFSRI itself and Rating, Ranking, Certification, and Analysis are distinguished according to their respective purposes and operating approaches.

 

특히 SEC WFSRI Certification은 WFSRI가 산출되었다는 사실이나 특정 SEC WFSRI Rating을 획득했다는 사실만으로 자동적으로 부여되는 것이 아니며, 관련 인증기준과 별도의 인증절차에 따라 운영된다.

 

In particular, SEC WFSRI Certification is not automatically granted solely because a WFSRI has been derived or a particular SEC WFSRI Rating has been attained. It is operated in accordance with applicable certification standards and a separate certification process.

 

SEC WFSRI Rating과 WFSRI의 관계는 제9장에서, SEC WFSRI Certification의 의미와 운영원칙은 제10장에서 각각 설명한다.

 

The relationship between the WFSRI and SEC WFSRI Rating is explained in Chapter IX, while the meaning and operating principles of SEC WFSRI Certification are explained in Chapter X.

 

 

 

5. WFSRI의 해석과 유의사항

5. Interpretation and Considerations of the WFSRI

 

 

WFSRI는 기업·공공기관 및 기타 조직의 책임경영과 지속가능성 및 미래 경쟁력을 종합적으로 이해하기 위한 평가정보이다.

 

The WFSRI provides evaluation information for comprehensively understanding the Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations.

 

WFSRI와 관련 평가결과는 해당 평가기간과 평가범위 및 평가 당시 객관적으로 확인 가능한 자료를 기반으로 한다. 따라서 평가결과를 해석할 때에는 평가대상의 유형·규모·기능·사업특성 및 운영환경과 함께 해당 평가기간과 평가범위를 고려할 필요가 있다.

 

The WFSRI and related evaluation results are based on the applicable evaluation period and scope and on objectively verifiable information available at the time of evaluation. Accordingly, evaluation results should be interpreted in consideration of the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, together with the applicable evaluation period and scope.

 

WFSRI는 특정 기업·공공기관 및 기타 조직의 모든 활동이나 제품·서비스·정책을 SEC가 보증하거나 승인한다는 의미가 아니다.

 

The WFSRI does not constitute an endorsement or approval by SEC of all activities, products, services, or policies of any corporation, public institution, or other organization.

 

또한 WFSRI와 관련 평가결과는 평가대상의 미래성과를 보장하지 않으며, 투자·거래 또는 기타 특정 의사결정을 직접 권고하기 위한 정보가 아니다.

 

The WFSRI and related evaluation results do not guarantee the future performance of an evaluation subject and are not intended as a direct recommendation for investment, transactions, or other specific decisions.

 

평가기간 이후에 발생한 새로운 사실이나 환경변화는 해당 평가결과에 자동적으로 반영되지 않으므로, WFSRI와 관련 평가결과는 해당 평가기간과 평가범위 및 당시 확인 가능한 자료를 기준으로 해석할 필요가 있다.

 

New facts or changes in circumstances arising after the applicable evaluation period are not automatically reflected in the relevant evaluation results. The WFSRI and related evaluation results should therefore be interpreted with reference to the applicable evaluation period and scope and the information verifiable at the time of evaluation.
