    Principles of Evaluation Ethics

     

     

    평가의 신뢰성은 평가체계와 평가방법론만으로 확보되는 것이 아니다. 아무리 정교한 평가체계를 갖추고 있더라도 평가업무를 수행하는 사람이 개인적 이해관계나 편견, 외부 또는 내부의 부당한 영향에 따라 판단한다면 평가의 독립성과 공정성은 유지될 수 없다. 따라서 평가업무를 수행하는 모든 사람에게는 전문적인 평가기준과 함께 이를 올바르게 적용하기 위한 윤리적 책임이 요구된다.

     

    The Reliability of Evaluation cannot be secured through an evaluation framework and methodology alone. No matter how sophisticated an evaluation framework may be, the Independence and Fairness of Evaluation cannot be maintained if those conducting evaluations allow personal interests, bias, or undue external or internal influence to affect their judgment. All persons engaged in evaluation activities therefore have an ethical responsibility to apply professional evaluation standards properly.

     

    SEC(Sustainable Enterprise Evaluation Commission)는 평가윤리를 평가업무 수행자가 전문적 판단과 권한을 책임 있게 행사하기 위한 기본적인 행동원칙으로 적용한다. 평가업무 수행자는 SEC의 평가 기본원칙인 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency) 및 신뢰성(Reliability)을 바탕으로 평가업무를 수행한다.

     

    SEC (Sustainable Enterprise Evaluation Commission) applies Evaluation Ethics as fundamental principles of conduct for the responsible exercise of professional judgment and authority by persons engaged in evaluation activities. Evaluation activities are conducted in accordance with SEC’s Fundamental Principles of Evaluation: Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability.

     

     

     

    Ⅰ. 독립적인 판단

    I. Independent Judgment

     

     

    평가업무 수행자는 개인적 이해관계나 외부 또는 내부의 부당한 영향으로부터 독립하여 전문적인 판단을 수행한다.

     

    Persons engaged in evaluation activities exercise professional judgment independently of personal interests or undue external or internal influence.

     

    평가대상의 규모·사회적 영향력, 경제적·사업적 관계 또는 기타 이해관계는 그 자체로 평가판단을 유리하거나 불리하게 하는 근거가 될 수 없다.

     

    The size or social influence of an evaluation subject, economic or business relationships, or other interests must not, in themselves, serve as a basis for favorable or unfavorable evaluation judgment.

     

    정당한 평가절차를 벗어난 지시·압력·청탁·회유 또는 기타 부당한 개입에 따라 전문적 평가판단을 변경해서는 안 된다.

     

    Professional evaluation judgments must not be altered in response to instructions, pressure, solicitation, inducement, or other improper interference outside legitimate evaluation procedures.

     

     

     

    Ⅱ. 공정한 평가

    II. Fair Evaluation

     

     

    평가업무 수행자는 모든 평가대상을 정해진 평가원칙과 절차에 따라 일관되고 공정하게 평가한다.

     

    Persons engaged in evaluation activities evaluate all evaluation subjects consistently and fairly in accordance with established evaluation principles and procedures.

     

    평가대상에 대한 개인적인 선호·편견·선입견 또는 이해관계가 평가판단에 영향을 미치지 않도록 해야 하며, 특정 평가대상에 임의로 유리하거나 불리한 기준을 적용해서는 안 된다.

     

    Personal preferences, bias, preconceptions, or interests concerning an evaluation subject must not influence evaluation judgment, and criteria must not be arbitrarily applied in a manner that favors or disadvantages a particular evaluation subject.

     

    평가대상의 유형·규모·기능·사업특성 및 운영환경의 차이를 고려하는 경우에도 정해진 평가지표 적용원칙에 따라 객관적으로 판단한다.

     

    Even where differences in the type, size, function, business characteristics, or operating environment of an evaluation subject are considered, judgments are made objectively in accordance with established principles for applying evaluation indicators.

     

     

     

    Ⅲ. 객관적인 판단

    III. Objective Judgment

     

     

    평가에 관한 판단은 객관적인 자료와 검증 가능한 정보, SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 정해진 평가절차에 근거하여 이루어진다.

     

    Evaluation judgments are based on objective data, verifiable information, the SEC Evaluation Methodology, the SEC Evaluation Framework, and established evaluation procedures.

     

    평가업무 수행자는 특정한 결론을 미리 정한 상태에서 자료를 선택적으로 해석하거나 평가근거를 왜곡해서는 안 된다.

     

    Persons engaged in evaluation activities must not selectively interpret evaluation materials or distort evaluation evidence on the basis of a predetermined conclusion.

     

    평가자료의 내용과 신뢰성, 평가지표와의 관련성 및 평가에 필요한 사실관계를 객관적으로 검토하고 확인된 근거에 따라 판단한다.

     

    The content and reliability of evaluation materials, their relevance to applicable evaluation indicators, and the facts necessary for evaluation are objectively reviewed, and judgments are made on the basis of verified evidence.

     

     

     

    Ⅳ. 전문성과 성실한 직무수행

    IV. Professionalism and Diligent Performance of Duties

     

     

    평가업무 수행자는 자신의 역할과 책임에 필요한 전문적인 지식과 판단능력을 바탕으로 평가업무를 성실하게 수행한다.

     

    Persons engaged in evaluation activities perform their duties diligently on the basis of the professional knowledge and judgment required for their roles and responsibilities.

     

    평가에 관한 전문적인 의견의 차이가 있는 경우 개인의 지위나 영향력이 아니라 객관적인 평가근거와 정해진 검토·심의절차를 통해 판단한다.

     

    Where differences in professional opinion arise, judgments are made through objective evaluation evidence and established review and deliberation procedures rather than on the basis of an individual’s position or influence.

     

    평가업무 수행자는 자신의 전문적 판단이 정해진 평가원칙과 절차에 부합하도록 책임 있게 업무를 수행한다.

     

    Persons engaged in evaluation activities perform their duties responsibly to ensure that their professional judgments comply with established evaluation principles and procedures.

     

     

     

    Ⅴ. 이해관계로부터의 공정성 유지

    V. Maintaining Fairness in Relation to Interests

     

     

    평가업무 수행자는 자신과 평가대상 사이의 개인적·직업적·경제적 관계 또는 기타 이해관계가 전문적 평가판단에 부당한 영향을 미치지 않도록 해야 한다.

     

    Persons engaged in evaluation activities must ensure that personal, professional, economic, or other interests involving themselves and an evaluation subject do not improperly influence professional evaluation judgment.

     

    평가의 독립성이나 공정성에 영향을 미칠 가능성이 있는 이해관계가 확인된 경우 이를 숨기거나 개인적으로 처리하지 않고 정해진 이해상충 관리기준과 절차에 따른다.

     

    Where an interest that may affect the Independence or Fairness of Evaluation is identified, it must not be concealed or handled solely at the individual’s discretion but must be addressed in accordance with established conflict-of-interest management standards and procedures.

     

    평가업무 수행자는 개인적 이해관계나 사적 이익을 위하여 평가권한이나 평가정보를 이용해서는 안 된다.

     

    Persons engaged in evaluation activities must not use evaluation authority or information for personal interests or private benefit.

     

     

     

    Ⅵ. 평가권한의 책임 있는 행사

    VI. Responsible Exercise of Evaluation Authority

     

     

    평가업무 수행자에게 부여된 권한은 객관적이고 공정한 평가를 수행하기 위한 것이며 개인적 목적이나 특정 평가대상 또는 제3자의 이익을 위하여 사용해서는 안 된다.

     

    Authority granted to persons engaged in evaluation activities is intended for the conduct of objective and fair evaluation and must not be used for personal purposes or for the benefit of a particular evaluation subject or third party.

     

    평가업무 수행자는 자신의 권한 범위 안에서 업무를 수행하고, 권한을 이용하여 평가대상에 부당한 요구를 하거나 평가와 관계없는 이익을 추구해서는 안 된다.

     

    Persons engaged in evaluation activities perform their duties within the scope of their authority and must not use that authority to make improper demands of evaluation subjects or pursue benefits unrelated to evaluation.

     

    전문적 평가권한은 평가대상에 대한 우월적 지위를 부여하는 것이 아니라 정확하고 공정한 평가를 수행하기 위한 책임을 수반한다.

     

    Professional evaluation authority does not confer a position of superiority over evaluation subjects but carries responsibility for conducting accurate and fair evaluations.

     

     

     

    Ⅶ. 평가절차의 존중

    VII. Respect for Evaluation Procedures

     

     

    평가업무 수행자는 정해진 평가절차를 준수하고 개인적인 판단이나 편의를 이유로 필요한 절차를 임의로 생략하거나 변경해서는 안 된다.

     

    Persons engaged in evaluation activities comply with established evaluation procedures and must not arbitrarily omit or alter required procedures for personal judgment or convenience.

     

    평가자료의 검증, 전문적인 검토와 심의, 사실확인 및 이의신청 등 정해진 절차를 존중하며, 이러한 절차를 이용하였다는 이유로 평가대상에 유리하거나 불리한 판단을 해서는 안 된다.

     

    Established procedures, including verification of evaluation materials, professional review and deliberation, Factual Review, and Appeal, are respected, and an evaluation subject must not receive favorable or unfavorable treatment merely because it has used such procedures.

     

    평가과정에서 오류나 추가적인 확인이 필요한 사항이 발견된 경우에는 정해진 절차에 따라 이를 확인하고 필요한 조치를 적용한다.

     

    Where an error or matter requiring additional verification is identified during the evaluation process, it is reviewed and necessary measures are applied in accordance with established procedures.

     

     

     

    Ⅷ. 평가윤리의 지속적인 준수

    VIII. Ongoing Compliance with Evaluation Ethics

     

     

    평가윤리는 특정 평가단계에만 적용되는 것이 아니라 평가업무에 참여하는 전 과정에서 지속적으로 준수해야 하는 기본적인 행동기준이다.

     

    Evaluation Ethics are not limited to a particular stage of evaluation but constitute fundamental standards of conduct that must be continuously observed throughout participation in evaluation activities.

     

    평가업무 수행자는 자신의 판단과 행동이 평가의 독립성·공정성·객관성·전문성 및 신뢰성에 미칠 수 있는 영향을 인식하고 책임 있게 업무를 수행한다.

     

    Persons engaged in evaluation activities recognize the potential impact of their judgments and conduct on the Independence, Fairness, Objectivity, Professionalism, and Reliability of Evaluation and perform their duties responsibly.

     

    SEC는 이러한 평가윤리 원칙을 바탕으로 평가업무 수행자의 전문적 판단과 윤리적 책임이 조화를 이루고, 객관적이고 공정하며 신뢰할 수 있는 평가가 이루어질 수 있는 평가환경을 유지한다.

     

    Based on these Principles of Evaluation Ethics, SEC maintains an evaluation environment in which professional judgment and ethical responsibility are appropriately aligned, supporting objective, fair, and reliable evaluation.
