Ⅰ. SEC 개요 (Overview)

 

기업·공공기관 평가전문기관 에스이씨평가원(SEC Co., Ltd., 이하 “SEC”)은 기업·공공기관 및 기타 조직의 책임경영(Responsible Management)을 객관적이고 체계적으로 평가하는 평가전문기관이다.

 

SEC Co., Ltd. (“SEC”) is a professional evaluation institution specializing in the objective and systematic evaluation of Responsible Management across corporations, public institutions, and other organizations.

 

오늘날 인공지능(AI)과 디지털 기술의 발전, 기후·환경 변화, 글로벌 공급망의 재편, 사이버보안과 인권 보호, 사회적 신뢰와 공공가치에 대한 요구 등 사회·환경·산업·기술환경의 변화는 기업·공공기관 및 기타 조직의 역할과 책임에도 새로운 변화를 요구하고 있다.

 

Today, changes in social, environmental, industrial, and technological conditions—including advances in Artificial Intelligence (AI) and digital technologies, climate and environmental change, the restructuring of global supply chains, Cybersecurity and Human Rights Protection, and growing expectations for social trust and Public Value—are creating new expectations for the roles and responsibilities of corporations, public institutions, and other organizations.

 

이러한 변화 속에서 조직의 지속가능한 발전과 미래 경쟁력을 이해하기 위해서는 현재의 성과뿐만 아니라 조직의 의사결정과 활동이 사회와 환경, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향과 그에 상응하는 책임을 함께 고려할 필요가 있다.

 

In this changing environment, understanding an organization’s Sustainable Development and Future Competitiveness requires consideration not only of current performance but also of the impacts of its decisions and activities on society and the environment, stakeholders and communities, and present and future generations, together with the responsibilities corresponding to those impacts.

 

세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)은 기업·공공기관 및 기타 조직의 책임경영을 종합적이고 체계적으로 평가하기 위한 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI) 연구성과를 확립하였다.

 

The WORLD FEDERATION OF POWER LEADERS (WFPL) established the research outcomes of the WF Sustainable Responsibility Index (WFSRI) for the comprehensive and systematic evaluation of Responsible Management across corporations, public institutions, and other organizations.

 

SEC는 세계청년리더총연맹(WFPL)이 확립한 WFSRI 연구성과를 토대로 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 수립·운영하고 지속적으로 고도화하며, 기업·공공기관 및 기타 조직의 책임경영을 전문적으로 평가한다.

 

Building upon the WFSRI research outcomes established by the WORLD FEDERATION OF POWER LEADERS (WFPL), SEC establishes, operates, and continuously advances the SEC Evaluation Methodology and SEC Evaluation Framework and professionally evaluates the Responsible Management of corporations, public institutions, and other organizations.

 

 

Ⅱ. 설립 목적 (Mission}

 

SEC는 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가하고 신뢰할 수 있는 평가정보를 제공함으로써 책임 있는 의사결정과 지속가능한 발전을 지원하는 것을 목적으로 한다.

 

SEC aims to support responsible decision-making and Sustainable Development by objectively and systematically evaluating the Responsible Management of corporations, public institutions, and other organizations and providing reliable evaluation information.

 

이를 통해 사회적 신뢰를 높이고 공공가치·사회적 가치·공동체 가치의 실현과 책임경영 문화의 확산 및 장기적인 가치창출에 기여한다.

 

Through these efforts, SEC contributes to strengthening social trust, realizing Public Value, Social Value, and Community Value, advancing a culture of Responsible Management, and supporting Long-Term Value Creation.

 

SEC는 책임경영을 현재의 성과에 대한 책임에만 한정하지 않고, 조직의 의사결정과 활동이 사회와 환경, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향과 그에 상응하는 책임의 이행을 함께 고려하여 평가한다.

 

SEC does not limit Responsible Management to responsibility for current performance. It evaluates how organizations fulfill responsibilities corresponding to the impacts of their decisions and activities on society and the environment, stakeholders and communities, and present and future generations.

 

Ⅲ. 주요 역할 (Core Functions)

 

 

SEC는 SEC 평가방법론과 SEC 평가체계를 통해 기업·공공기관 및 기타 조직의 책임경영을 평가하고, 평가·등급·인증·분석·연구·정책개발을 유기적으로 연계하여 다음과 같은 주요 기능을 수행한다.

 

SEC evaluates the Responsible Management of corporations, public institutions, and other organizations through the SEC Evaluation Methodology and SEC Evaluation Framework and performs the following core functions by systematically linking Evaluation, Rating, Certification, Analysis, Research, and Policy Development.

SEC는 이러한 기능을 통해 책임경영에 관한 객관적이고 신뢰할 수 있는 평가정보와 분석정보를 제공하고, 기업·공공기관 및 기타 조직의 책임경영 발전과 지속가능한 사회 구현에 기여한다.

 

Through these functions, SEC provides objective and reliable evaluation and analytical information on Responsible Management and contributes to the advancement of Responsible Management across corporations, public institutions, and other organizations and to the realization of a sustainable society.

 

Ⅳ. 평가 기본원칙 (Fundamental Principles of Evaluation)

 

 

SEC는 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 신뢰성 있게 평가하기 위하여 다음의 6대 기본원칙을 적용한다.

 

SEC applies the following six Fundamental Principles to objectively and reliably evaluate the Responsible Management of corporations, public institutions, and other organizations.

신뢰성 (Reliability)

 

SEC는 이러한 기본원칙을 평가 전 과정에 일관되게 적용하고, 평가의 독립성과 전문성 및 평가결과의 신뢰성을 확보하기 위한 관련 제도와 절차를 운영한다.

 

SEC consistently applies these Fundamental Principles throughout the evaluation process and operates relevant systems and procedures to safeguard the Independence and Professionalism of its evaluations and the Reliability of evaluation results.

 

SEC는 평가의 독립성과 공정성을 유지하고, 정치적·경제적 이해관계 또는 외부의 부당한 영향이 평가과정과 개별 평가결과에 개입하지 않도록 하며, 평가업무와 기타 사업 사이에서 발생할 수 있는 이해상충을 식별·예방·관리한다.

 

SEC safeguards the Independence and Fairness of its evaluations, prevents political or economic interests or improper external influence from interfering with the evaluation process or individual evaluation results, and identifies, prevents, and manages conflicts of interest that may arise between evaluation activities and other business activities.

 

Ⅴ. 미래 비전 (Future Vision)

 

SEC는 사회·환경·산업·기술환경의 변화와 새롭게 등장하는 위험과 기회를 지속적으로 연구하고, 변화하는 미래사회에서도 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가할 수 있도록 SEC 평가방법론과 SEC 평가체계를 지속적으로 고도화한다.

 

SEC continuously studies changes in social, environmental, industrial, and technological conditions as well as emerging risks and opportunities and advances the SEC Evaluation Methodology and SEC Evaluation Framework to support the objective and systematic evaluation of Responsible Management across corporations, public institutions, and other organizations in an evolving future society.

 

또한 평가(Evaluation), 등급(Rating), 인증(Certification), 분석(Analysis), 연구(Research), 정책개발(Policy Development)이 유기적으로 연계되는 전문적인 운영체계를 발전시키고, 책임 있는 의사결정과 지속가능한 발전 및 장기적인 가치창출을 지원하는 책임경영 평가전문기관으로서의 전문성과 신뢰성을 지속적으로 높여 나간다.

 

SEC also advances a professional operating framework that systematically connects Evaluation, Rating, Certification, Analysis, Research, and Policy Development and continues to strengthen its Professionalism and Reliability as a specialized Responsible Management evaluation institution supporting responsible decision-making, Sustainable Development, and Long-Term Value Creation.
